When they said 20% cashback and capped at $20, does this mean that the cost of purchase is maximum of $20 or the cashback amount is maximum $20 (ie. maximum purchase is $100)?

  The latter. I bought something for $70 and received about $12 back (they don't include GST in the purchase price calculation).
