Looks to be a pricing error on Paradox Interactive website with the premium edition being the same price as the base game. The premium edition is priced at $129.95 on steam and epic.

Releases on 3 May 2023.

    I don't think they would issue a key until closer to the release date (3 May, according to Steam).
