  Ok I realise that this is a totally stupid question -
  What is the purpose/use case for these lights? Is it so you appear better on webcam or as an alternative to a lamp?

    I use it as a lamp.
    that's my use case. I'm sure everyone's different.

    It doesn't shine on your face, so it won't affect your appearance on webcam. It's specifically designed so no light shine you at all, as opposed to a lamp where the bulb might appear in your peripheral and be distracting. It's there to light up your desk and provide more light around your monitor to reduce eye strain. I use it because my home office is not adequately lit and when I've just lamps before it's always bothered me that the right lighting always ended up with a bright light in my peripheral
