Isn't that how Sydney Trains was operating last year? Pay your fare, then walk because the trains weren't operating/cancelled/signal fault or whatever?
Thats why its called Sydney Trains… they "Train" you for a fee
The entry fees goes towards the cost of the event - road closures, medical standby, nutrition stations, timing, bibs & medals etc. Yes you can absolutely run/walk whenever you feel like for free - in fact to participate for free in an organised atmosphere, check out Parkrun - every Saturday, marked courses timed & recorded, hundreds of participants - free.
Some people find value (and thus willing to pay) for the event atmosphere. Last yr when I did MS Gong ride, having the chance to go thru Royal NP downhill car-free was worth it for me.
But it is sponsored by an insurance company. I'm sure that they are using it as a tax write off.
