Um, two points.
(1) $94 for a repair? When new screens cost $185 installed? Yeah right.
(2) I've never had a chip that was able to actually be repaired. "Oh no mate you definitely need a new screen for this one!" I reckon the whole concept is to get you in the door so you end up paying for an over-priced screen. Note that many big name installers will charge ~$400 (and try to upsell you yet again to a "premium" screen) when $185 or so is the going rate.
The relevant number here is the $9.95 cost - which is cheap.
Chips can be repaired. You've been unlucky with either the nature of the damage or by dodgy repairers. I can't imagine RACV charging anyone with a normal windshield $400+ for a replacement. I have never had this experience with RACQ.
I've had a chip successfully repaired. Certain it would've grown if I hadn't.

Firstly, it probably depends on the windscreen as to how much the replacement cost is. There are not too many people who will want to replace their entire windscreen if a chip repair is all they actually need.
The $94 price quoted is not unrealistic. We recently had 2 chips done - first would have been $90 - the second one was significantly cheaper.
The way it works is, the chip must be more than 4cm from the edge of the screen, and there must be no more than 5 total repairs on a screen before it must be repaired rather than replaced.

Getting mine done in about 30 mins. Was a real issue though that no one informed the actual repair guy that it was a super-special, despite the call center girl assuring me she would call the fitter to let him know. I will be showing him a printout to ensure I get the discount.

Just thought that a follow up may be useful.
I had a small chip and two sided crack in my windscreen fixed this morning (Mon 1/10). I was given a 3 hour block of possible time (9am - 12) and told that the operator would call before coming. 9.30am I received a call asking if it was suitable to come in the next 15 mins. They arrived in that time frame. After a quick evaluation of the chip/crack the operator went to work. 15 mins later the repair was complete and for only $10 (note they do not carry change - 5c hey what the hell). So a chip I have had for the last 5 to 6 years is gone!!

My chip was filled on Saturday.
Had a window of between 1.30pm and 2.30pm.
No courtesy call but arrived right on 2.30pm.
Same as above, no change, so $10.00.
Chap who did the job normally works in despatch but was on duty due to demand.
