These second (third?) tier brands…chances are a copy of reference 'board' anyway.

Isn't the difference just memory clock and GPU clock a few steps higher (and TDP to go with it). Personally I would buy OC if same price, gives more headroom if I ever want/need to OC more.

Not my personal preference, this model is no better than the reference model thats been 799 for a while (as has the Sapphire pulse), this isn't a bargain or a great deal.
