GetGamesGo seems to be having quite a reasonable Halloween Sale. All prices are in USD. Be aware the most of the codes they supply aren't for use with Steam (I have noted those that are). They seem to provide keys for DRM locked copies but will provide additional keys for more installs within reason by contacting their support [My words, not theirs]. Looks like they have PayPal payment option too for a little protection. I cannot find details for an expiry date.

Will you send me a DVD/CD of the game?
