3 - According to their Greenlight FAQ, the reason why it costs more on Steam compared to GOG, Desura, etc is because they are deliberately hoping to have the game discounted to 75% off during steam sales, aiming for a $5 price point as stated here by a developer: http://steamcommunity.com/app/223470/discussions/0/882964760…
For these reasons, I would recommend not buying the game until it's 75% off or appears in another bundle.

No deal. Has been available to Australians on GOG.com for several years at a full price of $9.99 or discount of $5.99.
