The general consensus is that they are bulk licenses that they likely shouldn't be selling. But Microsoft also doesn't care. I have used Gamer's Outlet keys dozens of times and never had an issue. Microsoft just wants windows users and doesn't really seem to care how.

It could be worth a shot with Windows 10 installation with a Windows 7 key but it looks like it is unlikely to work.
I've used dodgy keys for ~$10 off various sites for cheap friends and family and never had an issue with them.
If you're going for a proper key through proper channels, it may be more economical to consider a refurb for about $250 (example) and selling your current system.
You could also consider an alternative such as

You can install Windows 11 and use it for free…
Windows 11 requires a TPM chip, or functionality in your BIOS capable of emulating a TPM chip. Any computer originally installed with Windows 7 is unlikely to have native TPM functionality.
While there are workarounds, they all require some degree of computer savvy.
Going for Windows 10 would be a better bet.
