I'm not very familiar with the hard clamp unfortunately, but at less than $9 I'd say it doesn't cost much to try it out? You could always gift it to someone else who needs it.
I would mention that this flashlight mount will always have a bit of play and move / bob up and down on the handlebars no matter how tight you stretch the silicone rings, so I doubt it is a suitable replacement for something that requires hard clamping.
the stick is not going to stay in place and will tilt down using this. It's best to get a clamp rather than a friction strap

Had one of these on my commuter bike for a few years with a Wuben C3 that I picked up for about $30.
Pretty good for a $40 setup but the light would slowly begin the tilt down or up depending on which side has more overhang.
Not sure what alternatives you can get for <$50 though, so I would probably recommend it if you don't want to spend more.
Drops to this price sometimes on olight site but need to pay shipping.
Got this, a free i3e and free 5m ostrip for $9.71 last year.
Btw Aldi bike lights come with something like this.
