why do you need a "safe" backpack? where are you going - or what are you doing - in europe?

I managed to get myself a rain/wind proof jacket from the last rays outdoor deal (http://www.ozbargain.com.au/node/109175). Which'll effectively stop my top half from freezing but I was also on the lookout for pants too.
Welp, managed to pick up some rain/wind proof pants from snowgum (little bourke street, melbourne) on this sale for $19.95.

It's worth noting that you can find cheaper on ebay, but if you need to size it in store (for me the pants had to fit over my motorcycle gear) then the price is decent (looking at price, anaconda and kathmandu don't have anything currently at $20 price range).
Alternatively aussie disposals do have pants at $19.95 but the waterproof rating is 2000mm (not sure how much difference this makes haha).
Seems all their pacsafe is out of stock.
Any other "safe" backpacks I should be looking at for a trip to Europe
