  Cheap, but things to consider. The seller has a poor positive feedback rating. Chinese sellers most often over exaggerate wattage and degree of the beam. LEDs bulbs are often re-branded by ebay sellers. Check out the Whirlpool thread about LEDs. Very tiresome, but enlightening. Download the excel spreadsheet at the end that compares many bulbs from retailers and ebay. I'm not a sparky, just sharing.

  I am more concern on the safety of none-certified electric appliances, like says if someone forgot to turn off the switch before installing this, will it have risk to get electric shock?

      the other bulbs has glass cover and plastic base, it won't be any risk even on live wire. Your example only relevant to this bulb which has metal casing
