Huh? Little Snitch is a firewall & network monitoring tool. What do you mean circumventing the need to purchase other software?
It can be used (like any firewall) to block software from making connections on certain ports. So effectively you can use it to block apps 'phoning' home to verify keys/ serial numbers (ie the server check and tells them it has been used already etc). It's no more 'designed to circumvent' then a crowbar is design to break into houses.
It's highly useful for development to see that something is working… or not, and helpful to see just how many connections some programs make when they open.
I remember back in the day when you could use Little Snitch to tell itself to stop phoning home and in effect pirate itself.
It's changed now so that it can always phone home. It's a flaw that makes me not use it anymore. If it silently opens and closes ports without user input then it's effectively a moot piece of software.

I found this program was slowing down my Mac big time and I shut it down.
CPU usage or Network speeds?? .. I have never noticed it do either on my old 2010Air .. but I don't game on it so wouldn't notice minor latency I guess.
Never caused any troubles on my old 2011 macbook pro
I find it strange that they try to charge for an that is (among other things) designed to enable you to circumvent the need to purchase other software.
