I just tried, if you have existing credit on your account, it seems to let you buy one without providing credit card details (I don't have a CC added to my account). Is that what u meant?
Yes, I have lots of credit and whenever I buy a data pack I don't have to add a voucher or supply a CC, it just comes out of my credit.

Tried it with the pay as you go plan….got the above message. That plan is $5 is get the sim card to you…but I can walk into a store and get it for $2 and select a plan online (not sure if I then pay a new fee…)

Does it work for existing customers? I might buy a 1GB data pack for $5.02 of my credit.
Edit: Maybe not. I tried adding a 1GB data pack and on the confirm screen there is no place to enter a promo code. I tried at the add promo code page and it said the code was not valid. So I guess it's only for new customers, which makes sense.
