    Sure does. I bought it from Amazon this morning (with 28 Degrees card) and it activated on Steam normally.

    From what I learned about the new Steam policy, zone restrictions are limited to Russia, Southeast Asia and South Americas. Outside these areas, purchases are unaffected as long as they don't involve these areas.
