You will need to collect a redemption code via the Apple Store app - here is how to do it:

In the 'Apple Store' App (not App Store where it is full price).
On the 'featured' page, scroll down.
Just above the bottom image you will see 'Download Rules! free' , tap the link.
This will take you to another screen; at the bottom tap the green bar 'Download now for free'.
That will swap you to the App Store now and yet another screen where you need to redeem the coupon by taping the 'Redeem' in the upper right corner.
Only then will it allow you to download it for free.

    I was finding the same on my iPad. I just checked iPhone and it is there so must only be accessible through Apple Store on iPhone.
    EDIT: after redeeming on iPhone you can search App Store on iPad and download no problem, looks good! Thanks OP!

    These offers with convoluted procedures to redeem never seem to work on iPads. They seem targeted to iPhone users. OzBargain is littered with this type of deal and people complaining it won't work on their iPad. I'm not sure why Apple do this. Perhaps the title of the deal should reflect that it is for iPhone only?

      Offer through iPhone only…but once you get the code, you can redeem on iPad or through iTunes.

    For people not able to find it, you need to open the Apple Store app on iPhone (It's not in the iPad app for some reason) and just scroll to the bottom of the Featured page, which is usually the default screen.

    Found my old iPod, just plugged into power. Will the old iOS prevent me from unlocking the deal for iPad? Also if it does work I am happy to 'unlock' it on a couple of people's accounts if you trust a stranger on the internet.
