Really didn't expect my recommendation of Jerry on Whirlpool forums to have become so popular and (possibly) spread to OzBargain as well! Either way I'll provide a bit of background and explain how it works.
I was looking for a cheap GTAV on steam knowing the Australian tax had been applied to the game ($60 USD in US and $75 USD here), I found Reddit's Software Swap Subreddit and found Jerry's (or j3rrie) posts, latest example here. To see his confirmed trades see here and check out the Whirlpool GTA V PC thread here, where many people have successfully traded and pre-loaded. I personally have purchased 3 copies from him and all have activated and completely pre-loaded with no issues unlike Rockstar Social Club where people have lost pre-load files during the download.
Anyway…onto the process
Login to Steam and go to Jerry's Customer Group. Join the chat room (You don't have to join the group) and see if Jerry is online. If he is just tell him you'd like a copy of GTAV. He will confirm the price (currently $49 USD + PayPal fees) and provide you with his PayPal email address to send the funds to. You also need to provide an email address to him so he knows where to send GTA V as a Steam gift. The whole process takes no longer than 5 minutes.
That's exactly how I did it. Further to this, even with PayPal's foreign exchange fees it is cheapest to pay from your bank account as the source of the funds (lowest fees).
Jerry is on-selling a Vietnamese bought copy of GTA V. That's why it is so cheap. It's not region locked and can be added to any Steam library. I've pre-loaded and just have to wait another 23 hours…

Really goodguy to deal with to get the game at a decent price.
It might feel dodgy making the payment, but it legit. I bought it from him not 10mins ago, and I've already started the pre-download.
He also sells other games for cheap, so keep an eye out on what he can do.
i also got mine through Jerry. I bought 2 and for two different steam accounts. Was super easy. I think it took about 5 mins in total. After reading everywhere, STEAM is the way to go. So much people have bought the retail versions (non steam) and are trying to return them to get a steam version.
