Wouldn't, once you factor in not only their cost of shirts but:
- Delivery to stores
- Staff wages while they stock them all, serve at register
- Advertising for the sale
- Rent for the bit of store they take up and could sell other profit-making things.
Idea is you go in to buy them and get some other stuff they do make profit on.
Maybe because kids in other countries are making them rather than going to school ;-)
