Yep, Low rate is different to their Low Fee card.
The Annual fee is $59 and there is no mention of free first year or anything like that.

so who's actually got this? I'm worried if its worth potentially negatively ruining credit history for $261 flight voucher. I've already got CBA platinum and 28degrees working part time.

I followed the ozbargain link and they said I wasn't eligible as I didn't follow the correct link WTF?
Cancelled the card on the spot and they just stuffed up my credit rating
Credit Card Specialist wasn't helpful at all.
