Looks like a 3rd party (ie unaffiliated) eBook reader app that's using Project Gutenberg content, which to my knowledge is and was always free.
I'm not sure what you mean by the US $14.99 amount in the title - is that what the app used to cost? If so, it sounds dodgy to me - unless I'm missing something, the only work they've done is to build a reader app that links to freely available content. Not a lot of eBook reader apps charge $14.99 just for the reader.
Have I got something wrong here?

The prices on app shopper are mostly different than what is on iTunes, I found this price from Google cache.
But it only went up to 9.99 from .99 on 14/11
The price drop from 9.99 is meant to bring them more traffic, which has worked.
Is this ongoing? Does it belong in the forums rather than as a deal?
