If you are on a plan, the phone is unlocked automatically. They seem to imply that if you buy it prepaid, it will be locked. Would be interested to hear if that's true…..
As for jumping to someone else, yes you absolutely can do that BUT you need to pay off the balance of phone payments to end the original contract.
