Almost certain the Kogan/Dick Smith Chromecast 2 are international variants minus the power adaptor. You'll have to power them off a usb port.

    Chromecast2 will work without the adaptor, just that you have to have or find a usb port to power it from.
    
    Dick Smith online says "international model" in the description and in their "In the Box" statement, only the chromecast is mentioned. Other sources like Bing Lee, for instance, mention adaptor as well.
    
    I'm guessing the ones in this deal have been sourced overseas with their os adaptors removed. I may be wrong, but I suspect this is the case here and why they are cheaper than others like those at Bing Lee.
    
    This is fine for some, but I only mentioned it as others may have no available usb port or prefer to power from a 240v source.
