-The cash-back is calculated at 3% of your ex GST buy price, capped at $100 per customer, per month.
-Spend over $1500 & you will be eligible for the full $100 cashback
-Spend under $1499 & you will be eligible for 3% cashback on existing purchase
-Your Dell receipt must be submitted to us no more than 30 days after the receipt/invoice date

How did you get your claim?
What a strange idea… What do you get out of someone purchasing from Dell? Do you then try to tell Dell that the customer was referred from you? What if the customer clicks through somewhere like CashRewards, completely negating your affiliate commission?

Dell Australia also mentioned Powerbuy on their official website. I guess they will only give out commission once per transaction.
There's nothing in the conditions to state that if you click through via Cashewards (or similar), that you won't be paid
$100 cashback is much higher than the 4% offered
Are purchases from Dell's eBay store eligible?
