Yes, if you can do it cheap.
A lot of things are locked out of Home, like rescheduling the updates, or changing how they're delivered. Also editing group policies which allow you to tweak many annoying things in W10.
Amen to that brother. The only reason why I upgraded was the damn auto updates.
I wanted full disk encryption on devices which don't meet the minimum for the free W10 encryption which makes it worthwhile.

Yes.
All the settings in the Group Policy Editor are available in the registry for which Microsoft has made available a handy spreadsheet detailing each one and what it's for:

Covers Windows 2000 -> 10 and the server editions, (~684kB).
So even if you're stuck with a Home edition you can still tweak yourself silly.

Just so that I know what to look out for when browsing these online stores, is there any tell tale signs (other than the price I guess) that they're reselling an OEM licence rather than a new one, or is it that "OEM" licences are only issuable by Microsoft?

Price is the only solid indicator. You can buy OEM from some resellers, but it's still much more than these stores.
Microsoft doesn't want you buying it without a new machine, and the agreement is that they are sold together.
But MS does not dictate the law. 'Illegal' implies it breaches criminal or civil law, which it does not. It's not recognized in any federal or state law.
Whoever is selling it, it is a breach of Microsoft's agreement, but MS can cry me a river. As long as the keys are recognized as not fake, I don't care. There's 'non-compliant', and there's 'fake'. There's no proof that these are fake as of yet.

If these keys can activate another computer, theoretically, couldn't the owner of the scrap PC have jotted down the product key and decide to use it themselves later?

All kinds of trouble trying to pay via paypal last night.
Put in code this morning, which showed the discount on the purchase page, but when paying via paypal, it went to full price again (!?).
Then, after paying, says my purchase isn't verified so wanted my phone number to call me (which you have to wait 5 min for the call/text….. 1:30 to go now).
Meanwhile, they sent the key via email anyway.

I got Verification failed when using the phone feature to verify, however they sent me and email with the Windows KEY, haven't tried it yet, waiting for part to arrived to build my new pc.
Please keep in mind that Windows 10 invasive data collection can only (officially) be disabled completely in Enterprise or Education version installs.

Worked for me too. There's no need to verify with a phone number afterwards. Just wait 5 minutes for the email to come through.

They charge a paypal payment fee of 4% which is against Paypal's TOC. And they don't even warn you about it until after you've paid. Dodgy.
It's written right under where you purchase on the right, I will admit, they've used a grey text on a grey/black background though - It is the first thing I noticed when I went to add it to my cart.. Maybe I just look closer at these things than others.

Ordered this morning (~15 hours ago) and still haven't received key. Paid with Paypal and money came off my credit card straight away but was asked for phone number after verification failure. That also failed and I've heard nothing at all other than an email from Paypal to say the payment went through. Disappointing first (and most likely last) experience with Gamesdeal.

I have the exact same issue as brianjefferson paid via paypal, money has come off the Credit card, had to verify with my phone number, put the code in, and said
"Processing Faild,We will send your CD-KEY via Email or You can Click here Go to our Support Center check you order. Thank you!"
So what do I do from here?

Something really dodgy going on here.
I tried to purchase, entered all my details then got an error:
403 Forbidden
nginx/1.10.2I tried on my iPad, connected to WIFI, same error. I then turned off my WIFI and used mobile data and it worked until I attempted to add to my cart then I started getting the 403 error again.
Whole site was giving me that error until I restarted my connection, got a new IP address then it worked again.
TLDR; attempting to purchase this results in Gamesdeal blocking your IP address from accessing the whole site?
