No it means this code is for everyone to use not just me.
I bought a near new S6 Edge+ for $400. Is that not the cheapest around?Good luck with trying to compare prices for used / second hand products, there is no apples/apples comparison.
Also, that website is quite sneaky, they show pictures of new stock but with the used stock price, you have to choose the condition (ie pay more for new / unused item) prior to purchasing.
All they do is sell second hand phones. Gumtree is cheaper.
These guys came up in the recent eBay 20% off Tech promo. There were a few decent deals then like the Sony Xperia Z5 (Near new) for $450 - 20% = $360. They do offer a limited warranty/service as well which is at least a bit more reliable than a seller on Gumtree.
But this 5% discount is just Meh.
Bought a refurbished Iphone 6 yesterday afternoon, got it this morning, phones look goods and I have got it working already. Of course bought it with 20% off, so far I have nothing to complain about them.

Also, 5% can barely be described as a "bargain", especially considering they are not the cheapest.
