Not sure about that because People have even confirmed buying gift cards and getting the cash back, so don't think it's restricted to petrol alone
No need to check with AMEX, they will tell you that only certain things trigger the deal, however from various past experiences (myself included) buying gift cards or anything from Coles Express as long as its a spend on your AMEX registered for the offer greater than $40 (or equal to) will trigger the deal. I bought Coles Myers gift vouchers as well as iTunes Gift Cards when they were 15% off last week and got statement credits without problems (and email confirmation instantly).

nope, the $40 kit counts as a recharge and I got the double data a few minutes after activation.
