    A look at the permissions tells you why it is free. They might use it to setup Wi-Fi or they are selling your Wifi details to Wifi mapping companies, which is pretty harmless.

      Here's one that is always free, and only asks for camera and vibration permissions:

      Despite not having internet permissions, it can still be used for website addresses stored in barcodes and QR codes. When it sees one of those, it gives you an option to open your web browser at that address. Or not, if you don't want to.

      Not always, there are some public-spirited people around, like the people who gave us Linux.

      But I agree with you in this case, this app doesn't need internet permission, and is probably spying.
