      But Australia Post charges $8.075 for a 500g satchel (in a 10 pack), not $15.

        The high rates that Australia Post charges you is the reason why you can get something for $2 delivered from China. Australia Post makes a loss on parcels sent here from overseas, so the high local charges are what pays the postie to deliver that $2 item to you. The rates are set by the Universal Postal Union, which is a UN agency.

        China Post will reimburse Australia Post according to a fixed rate set by the UPU if the number of incoming/outgoing pieces of mail is imbalanced (which certainly would be the case!), but it looks like it's not enough to cover our comparatively high wages.
