    If anyone else has problems and get this issue, I had to create a new account to resolve this. My other account I was trying on was switched to a US account, and I had made several purchases from ebay US (with past deals) without issue. Perhaps my account was blocked from doing this.

    But new account worked without issue.

  I had success buying FIFA 19. I opened an incognito tab in chrome, got a new US eBay account, linked my Aussie PayPal, put in an American address as primary and my Australian address as secondary and paid for it successfully. I didn't use a VPN.
