@jv: I think people overestimate the competency of private industries over public. Most of the labor to run the utility will be sourced from the same pool either way.
Even if the inefficiencies are big enough to rival the efficiency + markup from privat we would still most likely be better off by have more people employed (inefficient maybe) and no tax avoidance.
If I'm paying the same amount, I would rather have it be used somewhat inefficiently by the state (state = us?) rather than give it to the 0.1%.

Be aware that the size range generally considered an "Extra Small" helmet is around 52-54cm. This one is 50-54cm, so probably for kids.
