Typically Amex offers need to be saved on the card first. The offers are usually on the card level and not account level. That means if you and your partner have add on cards, you can save the offer on both the cards and make split payment to avail 200 cashaback on a $1000 purchase.
I don't think you answered their question. The answer is no you can't split payment online unless Microsoft lets you pay via chat/call and the representative may help you.

You can buy digital gift cards that trigger the cashback, and then use those gift cards and another AMEX to buy stuff so effectively using two cards. I did this last time.

BE CAREFUL if you buy gift cards - Microsoft have a restrictive policy on the maximum you can use - it's stupid. I ended up selling gift card credit at cost - just to quit them, and then went to Hardly Normal.
The hassle is - there's absolutely no reference to restrictions on the web purchase page, when escalating to the the Filipino call centre, they direct you to small print in another web page….

Firstly, you can only buy $100 vouchers = no worries, I bought $2000 worth. Then once purchased - you have to "redeem" them, however they won't let you redeem more than $1000 in one order. Just stupid.
Ok so I guess I could buy $1000 in gift cards, then pay the rest off with another card right? Could get 3 x $100 back on a $1500 purchase effectively…

But it's unlikely there will be any specials at MS store during this promotion. It will be full priced the whole way is my bet. This AMEX deal expires June 30 and I expect discounts to begin July 1. Could be wrong, but that's how I'm reading the tea leaves.

Could work. It's a risk though. You would normally find bigger discounts elsewhere, or on MS Ebay store where you can't use your GCs. If you don't get a worthwhile discount, you're sitting with these GCs that you have nothing to spend on for a long time.
