Westpac have 36000 employees. Add a family & close friends factor and that makes the deal available to a significant number of people.
I expect other companies will also have access to the deal.
No, I think you will find that the Westpac deal is part of a "rewards/benefits/partners" scheme it has with their customers… They have/had deals with Samsung, Fitbit et al … I usually don't find any real beneficial deals that are not already existing in the marketplace anyway.
You're not eligible, doesn't mean others wont benefit from this post.
