Surely a local A20 for not much more on sale is the smarter choice? Having said that, this probably beats the supermarket junk.
A20 is not ip rated, I doubt it is as tough. The A20 is a much nicer phone, but this is better suited to different usage, itdoesn't matter if it gets wet, if it gets broken, oh well. Tradie work phone or younger kids that don't look after their phone.
It is interesting that they have managed to get Android 10 on it when a lot of the big brands haven't managed so far on a lot of their phones.
Companies are usually good at realising the latest Android on new phones. They might as well start with the newest OS when releasing a new phone as it takes the same amount of effort. It is after that they stop caring about dates to newer versions.

Ulefone, like Le Eco, are actually pretty good quality out of the choices for a cheap China Android. The specs are pretty outdated but that's why it's $116.
