I have RM850. I don't think the fan has ever started up (not meant to unless it needs to).
Does your case have a PSU shroud? I'm thinking without the airflow it's going to spin up sooner, but while under load (gaming) it's unlikely to be audible above other fan noise.
Not sure what you mean by PSU Shroud…. I have a cube computer, its like… a two story house, with motherboard upstairs and and all the HDD and PSU downstairs. I /think/ my psu has its fan facing inside the case. Its a good case though, heaps of airflow. It's really quiet. I pimped out the rest of my fans to match and I can almost literally not hear it.

these days there is a huge pre-build industry and they all cost of these PSU's are in budget territory, someone linked the one techfast was using and it was something like $20 on alibaba.com

I paid 139 for a 550x late last year.
