    I suspect that the $44.99 Entry Model "HD31" has identical video capabilities to every one of the following devices that I have tested below, which CANNOT capture 60fps when set to 1080p. And my post here is only about said entry level sub-$40 hardware, reliable, well made, not great codec quality in my opinion but watchable without hiccup. Lag is not acceptable to me but that depends on your software - /ranting that a fit for purpose player/output overlay/direct window to the HDMI input, solely optimised to minimise latency in this use case of monitoring/previewing HDMI input stream, while taking into account or advantage of different system configurations/matching hardware caps/available decoders/filters/etc, well, does not presently exist to my knowledge; may be I'm missing something obvious besides the tried and tested OBS suite [not up to my minimalist standard].
