      Newer boards should have an option to control fan speed through DC though, which is present on my Asrock B550

      Is its speed controllable using a 3rd pin, or is it completely locked at 1800rpm?

        The first 2 pins provide power, so the speed can be controlled by reducing the voltage. Most motherboards can do this by changing the header control to DC. In this case you can still set your fan speed %, but the control will be less fine than PWM and generally you won't be able to spin them down as low.

        The third pin is just the tach which reports fan speed back to the mobo, so you don't strictly need 3 pins to be able to control fan speed.
