It's a very old strategy used by some eBay sellers to avoid expensive transaction cost by increase postage.
Shipping costs kills this deal for me also I'm getting - STANDARD FLAT RATE: $18.99 - for small pack of 6 figures. PASS!

Maybe do click and collect and send your own courier to pick it up LOL
Also seems dodgy that the allegedly "flat rate" shipping jumps from $18.99 to $39 when you add a more expensive item

$149 for LEGO blacksmith is a great deal however your $39 shipping fee is ridiculous, maybe you’re trying to get the 40% discount back through shipping.
