I found in the past if any promotion code used which is not part of Cash Rewards will process to begin with. But Cash Rewards actually cancel the cash back when they finalise the transcation.
There a 50 50 chance of this and also if you dispute the transcation since you have used a promotion code they will not process the cash back.
