The Galaxy Buds Pro have likely never been under $140, including very recently, not sure how you think they can be $72

Are these noise cancelling?
They have an "active noise cancelling" feature, but due to the rigid plastic body (rather than soft silicon tips) I found it doesn't work very well for my ears. Maybe if you had exactly the right shaped ear it would be better. That said I really like the Buds Live for audiobooks and podcasts, which is my main use case. I suspect for listening to music you'd be better off with something like the buds pro.
They're not great for noisy environments. The design doesn't block the ear canal.
The ANC does make a difference but they're not a pair of earphones that are designed for noisy environments.
