      You can't vote on comments that moderators flag as a moderation comment. Moderator messages are important and by users voting them down then no one can see them.

      As you can see from this comment, I haven't flagged this as a moderation comment (as an example), thus you can vote for this comment. The moderators want to be able to use the site as an OzBargainer without connotations of a moderator tag on all our comments if that makes sense. Sort of like a cop showing up at a party in an official uniform wanting to have fun. (Not that kind of party).
