      Why don't you get a laptop for those tasks? The ThinkPad T480 in the listing can do all, and is more portable. Even the $199 X270 is fine if you are not fussed about Windows 11 compatibility.

      You're aware that these are refurbished (used) devices, aren't you?

          Both are perfectly capable machines. Dell comes with touch screen (yuck) and 512GB SSD (Lenovo is 256). It's a personal decision.

          Obviously no one can predict the future, but for reference, I purchased the Dell desktop I'm currently using 5 years ago and it was refurbished.

          CPU performance gains are increasing again. The 3rd to 7th Gen Intel was absolute stagnation with very minor performance increases each generation due to lack of competition with Intel. 8th Gen was the first big improvement when AMD came back from the brink. 10th was also decent iirc. 12th and 13th Gen are where it gets really interesting.

      What budget?
      None of the above will be great due to lack of dedicated graphics card or a very weak one like the GT 730.
      You could add your own but you’ll need a half-height card which limits options and are generally not good value

      The DELLs are already extremely quiet under no load, if you want a quiet machine they're already fine.

      A passive heatsink doesn't really make your machine quiet, because you still need case fans to get that heat out of the case - much better to just start off with a quiet design.
      Modern PCs only cool as much as they need to - so the noise produced is directly proportional to how much work the machine is doing.
