Didn't realise my westpac accnt had a rewards and offers section, just looked, 2 offers, both totally irrelevant to me and this one wasn't listed for me.

That could be it, a free accnt with a debit master/visa so they don't really make anything from me having an accnt.

I bought a $200 Super Shopper Special Card and received an email saying that the order is being reviewed and I will be provided with an update within one business day. After one hour I received a cancellation email as below. I am still wondering how could I have ‘Stayed Special’ to avoid cancellation.

How reputable is "Special"? Feels kind of shady since they don't open the deal up to everyone. Almost like they got cash flow problems, which is really bad news when you are supplying them with unsecured credit. AKA buying a giftcard.

Special gift cards are issued by 545490 (aka Karta), and Commonwealth Bank owns a 20% stake in Karta, so I guess they are not completely dodgy based off that?
If you look at the deal history on OzBargain, most of their deals are restricted to credit card cashback offers. If you ask me, that is probably a good way of avoiding your gift card deals being OzBargained.
One thing that is actually shady about them is that they are not transparent about how and where each Special category gift card is supposed to work.
There are no MCCs1 mentioned anywhere on their website (and there is not even a mention of MCCs in their terms and conditions), but I cannot figure out (for example) another way they can stop you from using a Super Shopper gift card at a supermarket2, or how they can stop you from using a Chill Seeker gift card (geared towards beauty parlours) at a service station.
Additionally, Special usually do not announce when a retailer (or an entire MCC) is blocked until after the fact. For example, the Pub Crawler gift card used to work at major liquor retailers (e.g. BWS, First Choice Liquor, Vintage Cellars) and the Pub Crawler gift card page used to list them as "featured retailers", but they were suddenly blocked not long after I wrote this comment on a 10% off Pub Crawler gift card deal (and apparently this was whilst the website still listed Vintage Cellars as a featured retailer). Another example is when Special quietly blocked supermarkets, including Coles, Woolworths and ALDI.

Additionally, the fact that they refer to supermarkets as "grocery stores" hints at them referring to the name of the MCC for 5411 (Grocery Stores, Supermarkets), even though "grocery stores" is not the term typically used to describe Coles or Woolworths or ALDI in Australia (as examples). ↩
Very annoying when they took Woolworths quietly from Super Shopper card. I had it working the week before and the next time I tried, it kept getting declined. So embarrassing as I had to call the staff multiple times to reset the payment on the self service checkout.

Have this offer in app, but when I checked out using card number or Apple pay, it always said payment declined. I didn’t lock my card though. Don’t know why.
Same happened to me. Not sure what the problem was but contacted special via email and they forwarded it on to the tech guys, a day later I tried again and it worked via the special app using my card number.
I tried just now and it went through, however I got “order under review” email.
Yeah I got that as well, they cancelled the transaction not long after and sent an email telling me about the cancellation. No reason given so I forwarded that to their email asking what the problem was. Didn't get a reply but re ordered a couple days later and got the card ok.
@maccam01: I emailed customer service and someone asked for my name, email and phone, then no reply. I tried again and it got cancelled again. Not worth trying a third time
