pretty much, they will give you a key and on the bottom leeft hand it says to add a game on your steam client, just enter the key through there

RU key. I've just started installing and so far its let me. Hopefully they don't enforce some retarded restrictions later.

It's good fun, heavy emphasis on melee combat rather than guns. Definitely good enough if you get a hang of the combat.
Use a controller for fighting and driving, switch to M+KB for shooting. It helps.
