I did my shopping with click and collect last week and I applied the $20 Off coupon which I thought it was a first-time thing, but then I put another order through today and the discount applied again. I guess it is for everyone as I tried on my partners account and it worked as well. I do not know when it expires though, but I put my order to collect on 21st.
Might be only for groceries?
