That's because the USB spec is massively confusing, seemingly deliberately. 3.1 gen 1 is USB 3.0
Yeah I know how F’d up the USB gen naming schemes are but I’m curious as to why OP seemingly decided to use 3.1 instead of 3.0 for no reason
"No reason" is quite the stretch. USB-IF who are responsible for the names and standards replaced USB 3.0 with USB 3.1 Gen 1 in 2019.
They're good at messing things up. I'm just being more consistent with what a lot of manufacturers are now labelling their products.

It's cheap, but I can't think of a single use case to justify it… I have enough USB-C to USB-C and USB-C to USB-A cords to connect my devices to each other atm (laptop, phone, hard-drives).

Be careful about Aliexpress’ refund policy. I requested refund three times due to poor product quality/ Item not as described. On all occasions I had to pay for return shipping to some very unusual address. None of the returned items were received by seller and refund rejected despite my appeals. Be very careful buying things on Aliexpress!
