These laptop bags are pretty standard with water-repellent polyester, thick soft padding inside, a handle and a slim design. On the front is a zippable pocket for storing your charger and accessories etc.

From what I read it is a step above the Dell's with a microfibre??? lining inside, and the laptop bag can be opened all the way around, unlike the other AliExpress laptop bag I linked. Unfortunately this does not have the back strap to slide it through luggage handles or a shoulder strap. Maybe it's better quality?
What you linked is US$8.37 inc GST and what I linked is US$8.11 inc GST. If you are a new user you'll see a lower price for your first purchase.
Obviously some differences in design. I'd say they're pretty similar overall.
