All of telstra's prepaid phones are locked. As are most prepaid phones by any telco. Its usually because the cost of the handset is subsidized (and they expect to make their money back by the customer purchasing credit for their service).
That would have been an even better deal. Handy to have a phone around as spare. My first mobile phone was a Siemens C10 BRICK on Optus prepaid. That wasn't cheap either. Times have changed.
