A whole bunch of teams are competing for the "Pacific Cup" and "Pacific Bowl". It's far from a standalone test match or series.
It doesn't have to be a standalone match or series to be considered a Test. Matches in the Rugby League World Cup are Tests, as were those in the Tri-/Four Nations series. It doesn't need to be a one-off match or a bilateral series to be a Test match.

ok, there is no category 2, but category 3 works. You just have to only enter 1 ticket when you choose, as it is already a package of 2 tickets

Trying to grow the game in non-traditional areas would be my guess.
Edit: also, there's an A-League match on 27th October, and Paul McCartney on the 1st November, so it may not have been possible to fit a rugby league match in between.

Not being smart did you follow the instruction? I was getting an error like that and then I realised I wasn't doing it correctly.

I just tried again and it still works. Select Best Available and 1 seat in the drop down. In the next screen you will have two seats.
