First world problem: Amazon Quilton has changed and much lower quality now. It's very course for the little pucker these days. I've cancelled my subs due to this. Will be buying for the supermarkets which some suggest is the original quality.
The 48 pack is the same price as 45 pack. I think the 48 pack must be lower quality than the 45 pack?

No. Its the same.
The 48 is one bag of 48 rolls loose.
The 45 is a bag containing 5 wrapped packs of 9 rolls.
The last few I got from Amazon doesn't have the embossed flower and is much more rough. I think @bobz79 is right here.
