I received an iPhone 15 from them yesterday (from their eBay store) and after setting up the device it says I only have 2 days left to purchase an AppleCare+ plan instead of the normal 60 days, so I suspect my device had already been activated and restored. I am waiting to hear back from them with an explanation. Not happy at this point.
Most of these random phones sales are small insurance jobs from other telcos. I worked at Telstra and people will always say they never received their phone in post and claim insurance the next day. The margin for selling iPhone ain’t great, but it’s an easy buck for an insurance premium.
